Now they certainly could stand to look at the servers as a whole and why they perform the way they do and react the way they do, but if you look at the devs you’ll see they do indeed care about this game.
Just to be honest, lag is most times actually a client side problem, specifically a memory allocation one. If you play for long hours on your rig the memory will become clogged with redundant information, and the game will slow down. I've noticed that if I restart the game and go straight to Cyrodiil my frame rate and latency will markedly improve. Latency is not necessarily a network speed problem, but may be caused by several components of your rig, like GPU, CPU and even HDD. For example after I moved my game client to a newly bough SSD, the asset load times and latency spikes as shown by the client have markedly improved in both PvE and PvP settings, long loading screens have become rarer and also the frame rate is acceptable (30+) even in large battles.
I'm not sure if Sanguine campaign is a CP or no-CP one, since I don't have that on my server, but I've noticed that no-CP campaign I play on with my EP characters - Sotha Sil - is a bit smoother than the CP one I play with my AD ones - Vivec. Probably because both the server and client do less calculations, with simpler formula.

Funny thing is, that both games are basically running on the same engine though ZOS clainms the Hero engine in ESO is highly modified but still, i experience many same problems that i had in SWTOR when it launched, i have had ability delay was one most prominent i had with ESO but that disappeared near the "Relaunch" of the game.. Then when One Tamriel launched, things started to go bad again.
I think that the game engine just cant handle the current size of shards we have, less people in one shard would help this. We would still be in same server with all other stuff and can move to friends shard as we please. When ever i happen to get in an near empty shard, the lag is totally gone but when the population starts to rise or i am thrown at filled shard, things go bad again.

It always amazes me how so many people can experience issues, and voice them both on their platform of choice and forums alike. Yet, a few folks out of blue will come along and say, “I’m not experiencing anything wrong at all. In fact, the game is in the best shape it’s ever been in. Things have improved incredibly!”
How does someone come about saying such things, when at 1 point the game was capable of handling things like 200 Vs. 200 zerg battles. And mind you, this is with little to no lag while this all was occurring. As well as little to no frame drops. There’s documented proof of this on YouTube, by the way. But now? If there’s even a 50 Vs. 50 battle at a keep or outpost, you’ll have skills being used in a delayed manner (if they are registered at all). As well as people teleporting around, with textures not rendering properly.
So please. Tell me how you can type something like that, and actually be taken seriously? How? And it’s not even just PvP, by the way. Performance got so bad, that people were getting load screens by merely stepping a few feet in a town. No bs. Forget going in and out of buildings. Entire zones at 1 point became inaccessible on certain platforms (XB1 people couldn’t access Wrothgar for how long? And us on PS4 had major issues with Grahtwood for months). Dungeons and trials? Forget about some of them. Especially trials actually. VMoL and VMA was (and possibly still is) a nightmare from the amount of lag as well as performance issues. So how? How can a person really say that the game is doing so incredible, and getting better? If anything, I’d say it’s been getting worse.

I live less than 2 hours from the NA server, average 160 to 200ms on a fiber connection. All other sites/games, easy 40 to 60ms. I can explain that too.

Try restarting your computer once in a while, if you haven't already, there are memory leaks BTW.

Tech performance is rarely universal. I can tell you this....I have personally improved many players performance just because they didn't understand their settings on their router or network cards...other people have had excellent settings and terrible lag their is no rhyme or reason to much of it.I can't speak to the EU, but In the States a lot of it is how their ISP connects to the backbone and what ports that particular ISP decides to throttle (I'm looking at you Xfinity).
What Zenimax could do which might help is less population per shard the ability to manually change shards, and letting pre made groups make public dungeons instanced or private. (The last suggestion always gets mock outrage from the "But it's a MMO!" crowd)
No it's more simple just to yell that Zenimax is evil and doesn't care.

No it's more simple just to yell that Zenimax is evil and doesn't care.
You have some pretty fair and valid points. However, I personally can say that ESO is for the most part the only game that I lag heavily in. There was a brief period where I’d experience lag spikes in Overwatch (due to weather-related issues, or the fact that I’d be playing with a buddy who lives in another countr). As well a few moments of lag here and there in GTA:O (although incredibly rare and was usually due to someone using a lag-switch or mod menu). But, not across multiple games.
For example, I can play in numerous 25-30 people sessions in GTA:O and experience hardly any: Frame rate issues, lag, or texture rendering problems. I can play Pokémon games on the 3DS, and experience minor lag (due to it being over a WiFi connection). I can play a myriad of other online games, and be just fine regarding my connection. Yet, the moment I start playing ESO? I begin having moments of lag and rendering problems. I begin to see people “rubber-banding” at times, and my skills having delays (and at some points not even being registered). I begin having situations where I experience long load screens going in and out of keeps within Cyrodiil. As well as a host of other problems.
I don’t think it’s my connection, comrade. Especially when so many others are experiencing the same exact troubles. I’ve said it before, and I’ll say it again. I strongly believe a lot of the problems at stemming from ZOS’ end. And not so much the players.
