As said in this thread above, ZOS needs to leverage their greatest asset to fight bots: the players.
And it’s not like we’re talking about hundreds of bots, it’s just a few dozen. It’s not that much of a drain on the staff but it’s a HUGE step towards retaining players.

Which means they don't have enough resources or people to do all the stuff they currently are doing (stuff they obviously feel they need to do) AND make all of these infrastructure and server upgrades.
They can outsource it. It happens every day in the world of development. ZoS themselves do not need to be the ones to implement better cheat/bot detection. Clearly they are not short on funds; just look at the crown store.
