A lot of the complains here are still just speculation.
....
I may be wrong and we will know more in a bit, but from what I understood:
- Each piece of motif/gear will be a COLLECTIBLE, usable by ANY character once unlocked (so you unlock on main, all characters can use)
- Outfit slots will be account wide. Your ACCOUNT will have ONE slot, that can be upgraded, via Crown Store, to two, three, account wide SLOTS (not COSTUMES!)
- Each character will be able to go to a now Outfit Station and use that ONE slot for each piece of gear with the collecitibles unlocked. That COMBINATION will be "saved" just like the current dye colors combinations are.
- If you confirm the slots, it will be saved until you pay a little fee to change again OR buy more slots to have several combinations saved at the same time.

If this is actually how it is implemented I have no problems with that. This is actually my ideal if they simply refuse to have real transmog.
My primary concerns as it stands right now are 1. Can I make EVERY character look how I want? and 2. Can I do that with the motifs I've learned on my primary Crafter?
I don't mind the crown system. But if that is the ONLY way to make each of my alts look how I want then I hope that is reflected in the pricing ie. I refuse to pay more than I would for a crown store costume in order to unlock a new slot. And I'll likely still be salty about it and not use it as much.
But we will see how this all actually happens. Hopefully the livestream today will clear everything up.

Yes it is. Build-a-costume and restyling individual pieces of gear are vastly different implementations.
But it’s exactly the same effect.

So, the answer to number 2 is already a definitive YES. As they said, once you learn a motif on any character, it will become a collectible accessible by all, just like a skin, a mount, a costume.
The answer to 1, as I said, is likely yes too. I think people are just mixing up the term SLOT with OUTFIT and what is ACCOUNT WIDE (SLOT NUMBER) and what is CHARACTER WIDE (actual pieces on the outfit slot for that piece of equipament).
Okay, so Gina just posted more answers here: https://forums.elderscrollsonline.com/en/discussion/comment/4752753/#Comment_4752753
Looks like Slot numbers are PER CHARACTER, like Bag Space, not account wide. So you will need to buy additional ones FOR EACH CHARACTER.

Yes, you can. The one restriction is that you can't make an item for one particular item slot or a weapon family look like an item for a different item slot or a different weapon family. For example, you can't make a helm look like a boot (sorry to everyone who dreamed of wearing a boot on your head), or make a bow look like a two-hander.Would love to know, as others have asked, if costume slots are per account or character. It sounds like account and I'm holding on to a tiny piece of hope that it's character. Not really wanting to buy extra slots with crowns just so each of my alts can have a unique look.
Outfit slots are per-character, much like bag space upgrades. You will be able to purchase additional ones per character with crowns. Also, does having one of the "converter" collectibles--Imperial and Morag Tong--unlock that style for outfits?
The short answer is yes, but these two are a bit of a special case. If you have the Imperial or Morag Tong "converter" Collectible, you automatically will have access to those Outfit Styles and be able to apply those styles via the Outfit System for free (since doing so is free for those who have those Collectibles now.) Just as is the case now, those two Collectibles do not give you the Imperial or Morag Tong Motif, so you still can't craft items in those styles. Once the Outfit System goes live, you will use that interface to apply those styles to your armor and weapons instead of a Crafting Station.
(Note: There is a known issue for PTS 1 where you will not see the Imperial and Morag Tong styles as available in the Outfit System if you have the Imperial or Morag Tong "converter" Collectible. This will be fixed.)
For years players of this game have been asking for a transmog system, ie the ability to transform one piece of armor of certain motif, into another motif. What we got (very late) was a costume creator. This is a bastardization of the original request (what are zos devs, half genie?).
What is frankly bullspit is how ZoS twisted the players original desire for tranmog and created this outfit system completely mated to the crown store.
I highly doubt this, though there is a suspicious lack of an answer from Gina or others so far on the subject. One costume which can be made to look anyway you want for free, yet you have to use the same costume on your other toons as well unless you buy another costume slot in the crown store seems really silly.....yet really, really Zo$

What we got (very late) was a costume creator. This is a bastardization of the original request (what are zos devs, half genie?). So now instead of the player base getting the simple system that they asked for, we can create ONE costume the creating and editing of which will cost an as yet undetermined amount of gold, and the ability to create more than one costume will be sold for real money via the crown store.
I am not against the crown store, nor against monetizing certain aspects of the game. I understand that revenue is essential to development and continued support for this IP. What is frankly bullspit is how ZoS twisted the players original desire for tranmog and created this outfit system completely mated to the crown store. And of course we still lack an actual transmog system, ie the ability to change the style "motif" of any peice of gear.
