Yes it is. Build-a-costume and restyling individual pieces of gear are vastly different implementations.

Further food for thought is that a transmog system, a perfectly fine and workable one, already exists in-game. The converting gear to imperial or morag tong styles.

For years players of this game have been asking for a transmog system, ie the ability to transform one piece of armor of certain motif, into another motif. What we got (very late) was a costume creator. This is a bastardization of the original request (what are zos devs, half genie?). So now instead of the player base getting the simple system that they asked for, we can create ONE costume the creating and editing of which will cost an as yet undetermined amount of gold, and the ability to create more than one costume will be sold for real money via the crown store.
I am not against the crown store, nor against monetizing certain aspects of the game. I understand that revenue is essential to development and continued support for this IP. What is frankly bullspit is how ZoS twisted the players original desire for tranmog and created this outfit system completely mated to the crown store. And of course we still lack an actual transmog system, ie the ability to change the style "motif" of any peice of gear.

On the other hand myself and many people I know have been asking for an outfitting system more like LOTRO has and not wow style transmog. They can't do both, and you only speak for one side.

Transmog was always a PITA, at least in WoW. It's nice to be able to change my gear and not have to go back and rework the outfit. And it took gold in WoW too. Just trading one convenience for another.

Transmog was always a PITA, at least in WoW. It's nice to be able to change my gear and not have to go back and rework the outfit. And it took gold in WoW too. Just trading one convenience for another.
Transmog in WoW isn’t perfect but it’s a great and convenient system. Port to Dalaran, fly to the void guy, or buy the Yak. No problemo. Gold is incredibly easy to acquire so that’s really a non issue.
