You're totaly right.... they should allow CP to be effective only when your toon reaches 50, before that, no CPs :P
Two things I despise in this game are horse training and crafting research - both are nothing more than very long time gates, and both prevent any amount of increased effort to reward the player with improved timeliness.
I just do not agree with gating things based on elapsed time, players willing to put in the effort should be able to accomplish things in faster times (and no, logging on every day to click a stable NPC is not effort, not hard, and should not be considered an accomplishment or achievement).
I've stated in other, similar threads that I think that each mount's speed/stam/bag should be account bound, however each different mount should have to be trained independently.
Example - Brown Sorrel Horse (BSH) is at 60/60/60 on character 1, all other characters should be able to access BSH and have it be fully trained. However, if you elect to purchase a Rainbow Brite Guar (RBG), you will now have to train it up for 180 days to get the same effect. Theoretically since the mounts are account bound, you're just accessing the same mount at your account stable (different rider - same mount), but why should a completely different mount be fully trained just because a certain rider sits on top?
That's my opinion anyway.

I think this is perfect.
Mounts are a way to pull gold out of the environment.
They won't remove the sink all together, but this is a great compromise.
If you look at one suggestion here, ZOS, I think that one up there is it.

I have 10 toons, 5 are at CP, maybe 6 have top speed, maybe 3 have to everything for riding. I feel no obligation to go and do dailies on all of them every day or max/min my trait research realisation curves. I play a game as and when I choose with each toon different doing its own thing... this isn’t a job or some game where you can ‘win’, the prize is the pleasure of playing and there is very little in this game that is locked behind a horse upgrade.
the pleasure of playing is not so pleasurable when my character is slow as molaces, gets knocked down if someone looks at them wrong and has 60 slots less worth of bagspace. like Code above - most of my characters set unplayed for MONTHS while I leveled their mounts. why? becasue when i tried playing them, i was not. having. fun. yes, it makes that much of a difference to me, especially after seeing how much nicer it is with fully upgraded mount.
I'm literally playing LESS game as long as my mount is not updated. quality over quantity, dude. there is nothing vurtuous about holding off fully upgrading mount for 6 months. there is a hell of a lot of a difference between being not having to wait for a fully upgraded mount for 6 month (or shelling out RL cash to speed up the process) and having say.. full cadwell's gold unlocked for account after doing it on one characters. logging in once a day to pay 250 gold to a vendor is NOT content. quests are content. dungeons are content. pvp, shard collecting, etc is counting. mount is just... a bother.

and to reiterate. I'm fine with paying gold. i'm just really really tired of waiting to pay that gold. which means fewer alts and as a consequence? less playing the game.
I am not totally unsympathetic - maybe the solution to your specific hassle is some sort of Cyrodiil battle spirit for mounts?
Personally I just tend to avoid the direct routes from keep to keep while I'm leveling riding skills, adds a certain extra sense of danger knowing that I can't take even a single hit from a ganker so I need to be extra wary... and yes I swear when I get ganked.
Not averse to ways of speeding it up some either - maybe doing it so many straight days starts to speed up the frequency of training to the point where you get to train 2, 3 or even 4 times a day.... or maybe add a mount skill line (like for crafting) where you can get various perks including being able to train each of the 3 areas once per day plus other fun extras like mounts being able to swim so you don't have to dismount at every small puddle or a brief extra fast speed boost to avoid those tricky situations
I am all for creative solutions that make the game more satisfying and diverse - I am generally against the 'I did it one time now gimme it again!' mentality that gradually strips out actually playing.

Yup, it sure would be nice if this was a sub only game. Unfortunately, us who sub will still have to suffer in these ways because any game with a cash shop will always find ways to make money.

me personally would wanna just scrap the feeding of both speed and stamina but double or even triple capacity.
speed and stamina should just be 1 off "upgrades" per char sold by a stable assistant for about the cost of 25 feedings that buffs the base horse speed/stam on that char from 30 to 60 so that its less cripling for alting/new characters but more convenient for new and older players, then you can just sell the "saddle upgrades" on crown store instead of the lessons (convert all old lesson books into capacity to avoid redundancy)

Ehh..Ive sunk quite a lot of gold into about 9 characters so far. 6 of which are now capped out and 3 that are about half way to cap. Ive spent something close to, probably more, 337,500 gold on mount upgrades. And Id be expecting a substantial refund if this was ever changed. Thats months logging in I wont be getting back. All so someone else can just skip that without paying for it either in time or money? No.

in other words, "i have suffered so instead of wanting it to be better for those who come after me? i want EVERYONE to suffer."
not to mention. its the equivalent of asking for refund for individually bought DLC's after they were bundled into pack of 4 that is significantly cheaper than original costs.
I have capped 8 characters and close to capping 9. if they change it so that it doesn't take so bloody long and the speed, etc is shared, you know what i will do? applaud wildly and maybe even roll another alt.
