Clearly you have read the tooltips for the set but maybe did not do the math. it is obvious that it cannot have a 90% uptime if the duration is 6 seconds and the CD is 10 seconds. Mathematically impossible to get anywhere near 90% uptime.
Not arguing one way or another about the sets effectiveness, but it is outlandish and obvious false information that discredits the entire message making it into nothing more than this set is more than I can deal with nerf it type of thread.

Its bugged but not in a good way. Do yourself a favor and just walk out of the duels with the scrubs who are running it. Im sure some people just do it for fun, but i just leave.. The set is annoying but thats what it was meant to be.. Its a dueling set.1 -

Please stop, the sets affect nothing but duels, there's no reason in using it in cyrodil or bg, besides that, please explain to me how you get the uptime to 90% it sounds more like you are cheating than the set being op.Argonian masterrace3 -

That's kind of bad advice. See, if this set procs on you, there is no counterplay for 5 seconds until the effect wears off. (Besides turtling or running away, which sure that's technically counterplay, but not really?)
On the other hand, I don't think there's a problem with this set for the vast majority of PVP content in the game. Duels, sure. 1v1 in Cyrodiil or Battlegrounds, that'd be bothersome. But for 4v4v4 and with any sort of numbers in Cyrodiil, Meridia's Blessing isn't going to save that person, it'll just be a momentary annoyance as a few MISS MISS MISS MISS scroll acorss my screen until I can go back to killing that person.
What is it with people wanting skills and gear in ALL of PVP, 4v4v4 and Cyrodiil's groups of 2-24 players to be nerfed because something is a rather powerful in a 1v1 duel?2 -

To be fair it can be used as an anti-bomber support set in Cryodiil when running in a large group because when it procs it makes the attacker miss everyone. For solo and small group play I agree it's garbage.

Actually you genius it has exactly a 16.5% max uptime making it only slightlty better than Hist Bark WHEN 1v1 and much less when 1vX
33% chance every 10 seconds for 5 seconds. So 0.5 x 0.33.
