Neither ...

I personally couldn't care less about factions in a fictitious video game.

My characters in-game however are loyal to their respective alliance. I have 4 mains across all 3 factions.

I'm all Pact, but my next character won't be. PVP is in such a bad state at this point, it's not really a factor in my choice anymore. So I'll do something different next time.

I've stayed loyal to Daggerfall for over a year on 6 characters. I'm loyal to those that I fight with; the guild that I fight alongside and talk with the most.
Made one EP character. But never again.

Yeah, I tried to roll the dice with it, trying different specs and stuff, and alliances. But always got back quickly.

Faction loyal as far as PvP is concerned. While I know it is one of those polarizing topics I was truly disappointed when they started allowing players to play any faction in the same campaign

I don't PVP that much, but my guildies that do are always complaining about this, hoping ZOS will do something to stop it.

I am loyal to the Pact.
That being said this highlights my problem with the the alliance crossover storyline.
In the other factions zones they pretend you are one of them.
It does provide opportunity to see the other perspective but that destroys the point of trying out the other faction

I would have preferred if EP had unique storylines in the other faction zones. Like invasion storylines.
Infiltrations, sieges, sea ship battles, etc. Continue the Alliance war story after the battle against Molag Bal while we wait for DLCs and Expansions.
Why would an Ebonheart Pact character be allowed in the other places? Maybe acknowledge that we're on the same side side but we'll have to put that aside because of certain threats

I don't pvp. So faction doesn't really matter. The large majority of my 14 characters on my one account are EP. I have 1 DC character because I found that I can't stand the DC story and Emeric.I have 2 AD.

There are threads on how to encourage and promote Alliance and Campaign loyalty. Not based on lockouts and what not, but positive incentives. But there so far has been zero interest in the broader topic expressed publicly by anyone at ZOS. As for players, Alliance loyalty was common and somewhat strong in 2014. There isn't really anything at all that distinguishes any of the Alliances in Cyrodiil, and even less so now in PvE, so it doesn't matter.

My first character was EP, but found EP to be very unfriendly for groups so.my next was AD and I met lots of good people, I've stayed AD on all characters since I've even tried asking ZoS to make my red a yellow but the refuse ... I think they should do it to compensate me for the load screens

I have characters in all alliances and happily take them into PVP. My only real rule is that I won't run different alliance characters in the same campaign. I pick a character and stick to that alliance for that campaigns duration.

I've had two characters I've used a lot in Cyrodiil: one Covenant and one Dominion. I've stopped using the Covenant character in there, though, and now just focus on the Dominion. It has nothing to do with caring about which team is winning. It's just that I happened to have a mag DK and a warden healer, and when I made them they just happened to be different alliances. If I could change the alliances on one of them to make them both the same alliance, I'd do it tomorrow. Now I just play my Dominion warden and stick with it.
