Nope. They can't. The year after launch is proof of that when ZOS delivered no new content from October 2014 until Imperial City's release the next year.
They need to stop releasing new content and fix the content they have. A new zone with 24 quests and 2 delves with a tiny trial cannot keep me busy while I can do nothing in Cyrodiil. This game needs an Operation Health style update like Rainbow Six Siege did. Fix the load screens, Fix Cyrodiil, fix the activity finder, Fix mount speed issues while traversing non-flat terrain, fix the chat bugs, the list goes on forever.
They can make content and fix bugs at the same time. They have different teams for both. They aren't going to pull the people that make the art assets or the world building away from doing that just to fix a bug that has nothing to do with them.
Clearly they can't do both at the same time or we wouldn't be in this situation having this conversation now would we?
Clearly they can because the issue regarding load screens is for you console peasants only. It didn't come with the PC release. I guess that's what happens you have to compile code to work on inferior hardware to suit a market that is cannibalising itself with reiterations of the same machines just trying to keep up with what PCs can do
