Some Toons Can't get the XP Buff?

so i hopped on today for the first time since the witches festival began, and was eager to get my Lv 20 Dk up to 50, i first got on my main and gave him the XP buff by blowing the whistle, and grabbing a plunder skull. from there i did the same thing on my next 3 toons. then things stopped working, i logged on to my Dk i was looking to level and got ready to grind in one of my favorite delves, i port to the nearest wayshrine and run in, once in i blow on the whistle, but nothing happens. the buff didn't get applied. i tried reloging, disabling addons and reloading UI but nothing worked. i thought it just might be because this toon wasn't around last year, so i do the quest, but still nothing happens, the toon will/can not get the buff.anyone else having this issue?

Try getting the whistle from the crown store again, but on that character

It doesn't work at times, not sure why. But it works again later, maybe after zoning in somewhere. I try not to move when I use it because proximity to crowns/pot matters I think.
