Considering we're getting a huge update/DLC tomorrow, I'm not surprised that they didn't have overly much time to make new stuff for this festival. Also I'm not really missing it, since I'm not a huge fan of Halloween and related festivities. I much rather hope for nice new stuff for the New Life Festival!
Also it gives me the opportunity to get those plunder skull achievements I missed last year, so there's that.

The main point of the Witches Festival is the 2X EXP. All the rest is dressing and flavor.
Yes, the goodies are hidden in an RNG sea of normal stuff. Otherwise, people would have no shinys after the first day. But, they are still not the point of the event.
Would I like to see more, sure, but give me new events instead to add to what we have.
I disagree, witches festival is a time to show off the spookiness of tamriel, many of us can not even use the double xp. all the pve events have double xp and I don't see witches, new life as simply double xp events... but as a somewhat close equivalent to real world holidays and id like tamriel to get more into the seasonal spirits

And since it is an annual festivity, what are you expecting of great new content? It's annual! Get that in your head, please! It practically means mainly old stuff with a bit of new stuff, so every player category, old and new, have a chance at getting the same stuff without a massive disadvantage for the newer players.

Achievements include the oh so old motifs. If you want something new, something old has to go. When you take away the motifs you take away the achievement completion and the possibility to craft those (not sure if they appear in master writs as wanted stile). Of course, the old recipes for food aren't playing into an achievement, but taking those away completely would result in inequalities as well, since at least one og those purples I have seen in guides for builds as a standard food used.
So really, the only way would be to place other loot than worms or stuff in the skulls, since after they made new recipes now it would be as unfair to completely remove those as well later.
The only other possibility would be to place more activities in the festival. Keep the old stuff, since that is needed as well, but do more counted activities as well, not necessarily with new achievements, or only otherwise counted achievements to keep the being achievements forof the festival as they are but add another section, perhaps an undersection.

Except we haven't seen most of the datamined items in any of my guilds. I am disappointed on the furniture front because I expected more than 1 blue and 1 purple plan (and the blue plan has the same model as a current green plan!). Only 3 Blue furniture items have been found (Witches Offerings, 2 types of Witches Totems).
It would be nice if more of the world changed for holidays but I don't think that has happened for any holiday yet...

I agree with Turelus - its just an event. I actually miss the days in MMO's when Events were run by players attempting something whacky in a game. I miss the days when players tried to achieve something based upon their individual and team oriented skills. I've got no problem with the event. Its short. This event is just two weeks long and a means to farm some novel items. What is the big deal? I don't want to have to farm this stuff hard every year do you?
