The image refers to it as "Unruly Bangs." The dyed version came out with the crates (as "Magenta Rainbow Hair"), but maybe the non-dyed version is the same style. The image says "Purchased in Crown Store," so maybe that's a good sign that it hasn't been missed - just hasn't been offered.
I personally have my eye on "Ragged Royal Page Cut" for one of my characters, so maybe there's still stuff in the works despite September's Crown Store Showcase being a bit on the slim side.
