I would not be surprised if this is the invincible guard instakill mechanic to prevent somebody from being able to just tank guards forever in cities and allow people to steal everything during that time. That mechanic could also be in place if somebody were crazy enough and able to eventually bring a guard's health down, likely as a result of another bug. Need to have backups for your backups.

There is a current current bug/feature involving guards' Unstable Core. All dot attacks are reflected back to you, regardless of whether or not they are magicka based projectiles. Soul Tether will get reflected (and probably kill you), Dawnbreaker, Twin Slashes will get reflected, and I guess rapid strikes from the looks of the image.
This has been proposed several times since beta, i think it makes perfect sense to scale the guards according to the number of players attacking.
