Skill Collision for in game housing

I made an area for my target skeleton over the water in my house, the problem is that aoe skills want to take effect at the bottom of the water instead of on the boards ive placed above the ocean floor. Is there anything I can use to create collision with the skills to use my target skeleton at its current location rather than having to move it on land?

Even my bear ultimate refuses to go onto the dock ive made...
