They've already locked exclusive benefits behind a sub so doing this would kill off some customers, it's not the best approach

Well I think it could work both ways, loyalty rewards to ESO+ constant members and loyalty rewards based on Crowns you spent in Store. Actually ZOS would be even add a kind of loyalty rewards for those whos playtime is at high numbers.As much as I hate to turn down free stuff, this seems highly unfair.
Who is more loyal, the person who Subs to ESO+ for 3 months, or the person who has played ESO for 2 years and spent hundreds in the Crown Store but isn't an ESO+ member?
The original loyalty reward was done when everyone had to subscribe, and through a time when their were a huge amount of technical issues to put up with. With the introduction of B2P the playing field has changed, and loyalty rewards have lost their meaning.
Absolutely not. They aren't better than players who supported the game by buying crowns, but not subscribing.
Doing loyalty rewards at this point is just telling other players that they aren't as important and if frankly a slap in the face.
Only if "loyalty" will be defined as, say, time spent in game, then it could be discussed.
