Everyone takes half dmg, you're missing my point.
The value of a heal or shield gets cut in half, the stamina cost of block doesnt get doubled so your way of mitigating dmg is effectively two times stronger.

Yes , I sugest to change the flat 5000 hp into 10% of your total hp ! If you have 15000hp you will benefit for onether 1500 hp , and if you have 40k hp you will have 4000 hp ! Done ! Its not fair like someone who invest into a damage build to recive a huge amount of hp !

Someone with 50k HP only gets boosted to 55K, which is nothing.
Make it +50% for everyone so tanks can make a competition in "who reaches 100K HP first"

Already broken the 100k Barrier in PvP on my dk Plage Doctor, green pact , skoria, nerinieth Tank with the well, ebon buff, war horn, and emperor buff thanks. Offer me a real Challenge ;-)

If you look at it as a % of health, then yes, it looks like those with low health benefit more.
But if you look at it as a raw number (ie 5000) - then everyone benefits by exactly the same amount... 5000.
Since damage done is a flat amount and not a % of your health - then I kind of think it benefits everyone equally.
BUT.. if it wasn't there... people would have to find that 5k from elsewhere in their build to avoid those 1-shots... which would usually mean 5k less of their primary stat.. So it could actually rebalance damage better by not having it.
I mean, my 50kmag, 22k health sorc would become 45k mag, 22k health (cos I'm not comfortable with less health than that)

I think it is ok as it is, the goal of the BS health buff is balancing the game without nerfing all damage skills even more.
Your sugestion will benefit health buids only, to be fair it should have to boost your max stat, this way will benefit every build, not yours only.

Indeed ! I agree with you ! Exactly that was my point , to make the buff % hp , because in that way some pvpers will be force to cut down some damage. And if we look the zos wave , this is the plan , last patch brought up, less crit, less damage etc

Also for your information battle scaling in dungeons wasn't added because of low leveled players, it was added because of one tamriel.
