    By that logic the dragons shouldn't be able to Shout either. :p Nor should the Ebony Warrior. Nor the Dragonborn unless they were also a Nord. See the problem?

    Re-read it. You, yourself, said that the fact that they were not Nords was proof they couldn't Shout. In spite of the fact there are obvious examples of non-Nords Shouting. You're the one bringing up dragon souls.
