There are a lot of people who multi-faction honorably and for perfectly reasonable reasons. We're not on your radar because we're not causing problems.
Your argument is that our play should be restricted because people are saying mean things in your zone chat, and you can't figure out any other way to deal with it.
No. Figure out other ways to deal with it.
That's not the only reason. If it were they could simply be ignored. And it would only be per server. Most honorable faction swapping reasons could probably be fixed by this too. What are some honorable faction swapping reasons?
There should be diminishing rewards based on how successful a faction is in terms of the overall kill/death ratio to discourage decent players from stacking on whichever faction is most successful/easiest to play at any given moment.
I agree with the OP, locked one alliance per campaign.
However @INFJ you will get a load of people say no and I can't see any logical reason bar they too like to spy / cause trouble / or just flick to the winning side..
There are reason, playing with mates etc, however none.have really stood up

I'm not sure how "I like to play with friends on different factions" hasn't stood up?
When the game began, there was no function for playing with friends on different factions, in or out of Cyrodiil.
There was such a demand for it, that ZOS took off alliance locks on campaigns and gave us One Tamriel.
It's a game, people like to play games with friends.
Perhaps if you stop assuming everyone is just a spy or griefer and make some friends with cross faction people, you'd appreciate it too.

Some people simply like to play different characters at different times as well. I have 4 sub-50 characters, a Nord, an Argonian, a Bosmer, and an Altmer. I like to play each of them depending on my mood because I they all have different play styles. The problem is that I am still restricted to different alliances by race. Restricting me to one alliance per server would be a huge turn off for me because of that.
