The rub is that it isn't my characters. I'm posting this for a friend that has potentially discovered some strangeness.

I actually found the issue. I was looking through the code for ESO and stumbled upon this line:if (player.Faction == 01) { player.DPS = player.DPS + 4000 }
01 is the code for EP, so this explains everything.

That was my thought. Would be interesting to see if anything changes when the EP character spends that last point in trin blade and blunt.
Otherwise there must be something else making a difference.. something not considered..
FINAL UPDATE
It was indeed caused by battle leveling. With the second passive point in Twin Blade & Blunt and Dawn's Wrath at 50, the consecutive (without intermittent light attacks) Dark Flares leveled out at 24K (approximate) across the board.
My conclusion is that battle leveling is much more powerful than I ever anticipated. End of story. So the point of the thread is that, under some circumstances, an "unfinished" character will have a significant damage advantage. Regardless of faction.

I don't quite understand. Battle levelling only applies to your effective character level and pushes you to level 50/CP160 if you are below that point. It has *no* affect at all on skill line levels or unpurchased passives. Assuming that both characters are level 50 and have +160 CP assigned to them battle levelling wouldn't even come into play.
