That's, not, actually true though. If it is the consideration, then it applies exclusively to the Akaviri motif, and not the other contemporary ones. It may also be why we've never gotten Worm Cult or Lich as craftible motifs.
The truth is, we don't know. And ZOS is never going to step forward and say, yeah, that motif sucks. So, it sits hidden behind the PVP grind, where most people will never see it.
