Weapon skill line passives (twin blade and blunt, for example) don't carry over, but set bonuses and weapon traits (like sharpened and precise) do carry over.
Yes, the enchants do proc... it's difficult to tell on the console, but the enchantment charges on both weapons do drop evenly when in werewolf form. Also, you can see the enchantment proc by carefully watching the combat text. When testing my setup, it appears to me that the enchantments only proc on approximately 1 out of 4 light attacks when in werewolf form. However, it looks like the enchantments proc on about 3 out of 4 light attacks when in human form. I have the WW ultimate on the DW bar, so I expected the enchants to proc at the same rate.

I definitely wouldn't argue this... but, the idea of this setup is to try to squeeze as much stamina and magicka sustain (and a some damage) out of the enchants as possible. I'm just testing for now... and I'm not convinced that the cooldown is cooling down correctly while in werewolf form. If thats the case, then I'll probably just scrap the idea and move on.

My first thought was Oblivion and Disease enchants... I am currently testing the Absorb Stamina/Magicka/Health glyphs, though. I really like the resource return from these, so it is going to be a difficult choice. I'm leaning towards an Oblivion glyph plus an Absorb Magicka glyph (the magicka from the glyph is enough to keep my heals going indefinitely).
