Fire proc sets buffed by Silks of the Sun?

(2 items) Adds 1064 Max Health
(3 items) Adds 967 Max Magicka
(4 items) Adds 129 Spell Damage
(5 items) Adds 400 Spell Damage to your Flame Damage abilities.\
Does that mean that these fire proc sets are buffed?
- Valkyn Skoria
- Vicious Death
- Grothdarr
- Red Mountain (hybrid ideas)
- Way of Fire
Or are proc sets untouched in this case?

✭I know Skoria and Grothdarr aren't affected by spell damage, so it won't buff those. VD on the other hand will be stronger because it does scale with spell damage, afaik. ✭✭✭As far as I know Spell damage will only buff skills, not procs. They don't scale by anything but set level and quality as well as CP, not Spell damage or Magicka.0
