The only acceptable change for Cliff Diver is make it an AoE ground targetable ability (10m radius?). Right now, wardens don't have ANY spammable AoE abilities. That will satisfy the PvP people and PvE people. You can roll dodge out of the "Red" to avoid the attack. If you're IN the AoE area when the bird lands, it should always hit

In PvE, this will give wardens a much needed spammable AoE that can be used on trash mobs.

The night before the pvp event started I was derping around with my level 13-ish warden in Sotha Sil and found myself near a resource with an enemy player. I spammed Dive, like one does when one is a noob warden, and it barely scratched him. He could have taken me down easily, but after exchanging a few blows he stopped attacking and just stood there watching me and then walked away. I'm pretty sure he was shaking his head as he went. :D

So clearly Dive is underperforming and needs to be buffed so that my noob warden can be scary and worth killing by unimpressed enemy players.

Either AOE, delayed dmg or lock the DMG in a channel (like templars).
Those changes will follow the design intent for undodgeable abilities. As of right now, you can que up multiple birds similar to dark flare/snipe which violates the intent of the ability being undodgeable.

Xylena has a mean warden bird-spam build. Absolute terror lol.

The only reason I would spam birds is if a Stam Opponent that is out numbered is Dodge rolling my allies' pressure, this way he'll actually die.

Dodge roll needs to have counters in this game

I don't find it to be all that useful in many situations. While the delay on it from activating allows me to surprise some folks with several attacks hitting at once for a larger amount of all around damage, by itself it doesn't do much and I use it as a last resort on a dodge rolling or escaping enemy. I actually utilize more weapon skills than any warden skills on my stamina warden.

Birds isn't that bad of an ability, I don't know why a warden would not have it on their bar unless they literally have no need for a single target DD.

It isn't the end all, though, a single DD is easy to heal and block yourself through. The damage is ok but it does nothing else at all, no debuffs of any kind. If a player ever winds up with a death cap like that it means they avoided the shalks, stayed out of melee range, kept dodge up the whole time, and the fact they died means they neither healed nor blocked those hits because that is a dang near five second death cap, it's not like you can cast all those birds in one press.

It's good for a filler, good to finish off runners, and good for that annoying guy that dodge rolls around just out of melee range over and over again. Mitigation, heals, and damage shields counter birds pretty easily, the only thing going for it is that you're not unhittable.

I'm fine with it being undodgeable if it's reflectable or vice versa. Or increase the resource cost after 10 casts in a row. Just needs to be some counter to it.

Undodgeable isn't so bad. Unreflectable, however, is garbage. ZoS specifically made "beam" attacks unreflectable... now they're tossing in this attack, too? This is definitely not a beam.
