I don't know how effective this would be, but perhaps you could do a weekly (monthly? depends on your free time and the number of fan arts submitted daily) roundup of images to post in a curated thread in Community Creations, and do a call-out/link to it in the little blurbs we get in the launcher.
Pro: People who don't routinely find time to go to the Community Creations sub forum get a reminder, along with a smaller set of things to examine than trying to follow all the threads there. It makes a bit more one-stop-shopping than having to remember to check Twitter and Tumblr and who knows what else.
Con: Since not every fan submission will be in the call-out thread, feelings may get hurt. Also, more work for ZoS folks.
I note that GW2 does a monthly live stream, generally sparsely viewed (mea culpa on being part of the sparseness, I just don't remember to look for a stream on a Wednesday afternoon) in which they spotlight community art. All the art they show seems to be stuff I've seen on their Tumblr page, so I assume that is their source. Sometimes they do themes, like Nornvember -- they solicited art featuring norns a couple months in advance and picked some for the show. (They also pick from stuff submitted much earlier, even a year or two before, once it seems to fit in the stream). ESO Live occasionally includes fan art, perhaps you could feature one or two things each stream and offer a link to a more extensive collection site for interested viewers.
@Donari That's a cool idea as well, but I feel partly why we don't see much promoted by zos is that it takes a lot of time to hunt down and find the fanart and such. Do you know of any places that are a bit of a "hub" for this? I realize a lot use deviant art, I'm not too familiar, is there "communitys" on the site where it's easier to see the TES/ESO related art?
You can search by tags, I think.
The ESO subreddit has a pretty good collection of fanart from what I remember- I mostly browse reddit on mobile and don't click on many images, but I've seen some good stuff there. Could expand it to nice/funny screenshots, too.Congrats on the avatars! But I must say I am SO NOT loving that real life snake picture. Yep, I'm a girly girl who would still be wearing ruffles and bows if I wasn't so daggone old.

I do receive the Twitter alerts when community art is retweeted. I'm not sure if Facebook would also be a worthwhile place to post community creations. But if you're trying to make these things more visible to forum-goers specifically, maybe set up a "FEATURED" tag, similar to the "ANOUNCEMENT" tag, and have it be something a moderator can apply to a thread created by a community member. This would stick the thread to the top of the "Recent Disccusion" page. This could be for anything from artwork posted to interesting threads that are worth broad community attention. So every few days or weekly, you could set a differnet thread as "Featured." Like this week, the write up that @MissBizz did for making the most of the Midyear Mayhem event would be a perfect selection. Let that ride through the event so it's visibility doesn't just rely on people continually posting in it.

We do have a boa as well! His name is Bo and he is a male salmon boa constrictor imperator, as is typical with boas though he is very snappy! Dyna is most definitely the docile one.

I'm afraid I don't have a hub as such other than http://guildwars2.tumblr.com/#/# which I have permatabbed and occasionally check. They have rules there on how art is to be submitted and what permissions need to be given for it to be used by ANet in streams and the like. It's not really curated -- witness the occasional cussword in user names, and the very wide range of skill in the art. But it is definitely a concentrated spot to find loads of game-related art and is very easy to navigate; I see a number of Tumblrs that are just a column of large images so I give up after two or three. This one is very nice for seeing a lot at once, with the ability to expand and permalink favorites. A similar format might work well for ESO, assuming ESO doesn't already have something like that.
Then ZoS people could cull out particularly intriguing pieces, link them in a forum thread in Community Creations, and link said thread in the launcher blurbs as I suggested. Which in turn would get people into the CC forum where they might pause and look around at other threads while there.
On topic to the thread: custom avatars for CA's is an awesome thing, Santie has the best one imo because CAT, and that is a beautiful snake (says me, who had a boa constrictor for a couple of years in college. His name was Changeling and he got rather fat).
