Okay this is pure conspiracy level theory but, I began to wonder if MMO devs, including ZOS, "balance" gears with the goal of recycling existing content as a way of keeping players interested in efficient manner. Maybe, just maybe, ZOS leave some things unbalanced so that people will chase after that "new meta" and play a content that has been more or less idle for some time. For example people farm the crap out of meta #1, then meta #2 (predictably to ZOS) comes along and people shift their gear and theorycraft/build around that meta. You throw in new cosmetics/content time to time but this rotation keeps people interested in the meantime.
One counter would be that this actually hurts ZOS more than supposed benefits above. Nevertheless I couldn't help but wonder..
What do you think? Is this just pure conjecture or something more?
