Bug: Racial Skill Lines starting at 47/50 on max CP characters and templates

My copied characters on the PTS that are max level all have 47/50 on the Racial skill lines.

I created a template (Redguard Sorc EP) and it also is 47/50.

PC-NA.

Am I the only person who experienced this?

@ZOS_GinaBruno will all toons have to re-level 47-50 on Racial skills when this is live?

mine too, also don't get a skill point back from what was spent in the last line that requires 50 for.

I really hope this is a bug. Having to grind 47-50 again on all my max level Alts would be very discouraging! @ZOS_GinaBruno @ZOS_JessicaFolsom @ZOS_RichLambert

Hmm, this might be happening on live also... started a new character on PC EU yesterday. Character is level 17, racial skill line at 15... that shouldn't be happening right ??? @ZOS_GinaBruno

As you progress to lvl 50, that will fluctuate. I noticed that as I leveled my Warden after Morrowind. Eventually your Racial skill level will be ahead of character level and may hit 50 before you do (works out to be pretty close by 49 IIRC).

I didn't see this mentioned in the new patch notes. Hopefully when PTS is back online someone can test?
