You'll be able to build unkillable tank builds with insane burst. Stack 4 of these running guard and who cares if they can't move because vigor cross heals and mitigation are rending incoming damage irrelevant.
Can stack this with double procs, fury, ravager, alchemist etc and it only needs to be a 5pc on your back bar as well. Reactive is *** by comparison because it has requirements that keep it balanced.

I know you understand the mechanics involved here and you're just playing coy, but I'm going to give another example.
Stamblade
5 iron blood(jewels+chest+bow)
2 Selene
5 Viper(4 body + 2h)
When iron blood procs on bow bar, poison injection, ambush(viper, maybe Selene proc), if you get the double proc Onslaught(empowered). All of this damage can be simultaneous because gap closers don't trigger a GCD. This is occurring on a build that CANNOT be burst down.
Idk why anyone thinks this is ok.
