Dawnbreaker has a pretty small AoE, are you sure they arent just dodge rolling out of the AoE?

Imagine now that @ZOS_GinaBruno post an info that fear should be dodgeable as it was intended and they'll fix that bug. Nb community would tear forum apart

Ah, you're right. Sorry about that! We did fix a bug with Dawnbreaker that was allowing it to be dodged in some cases prior to Morrowind, but that was never intended and it should be dodgeable.

PTS update 2.7.2 states that aoe abilities should NOT be dodgeable. Stating Dragon Leap as a prime example. So why did this change?

Lots of ultimates are dodgeable.

I am confused here.
Comment 1- Dawnbreaker was always supposed to be Dodge-able. Ok
Comment 2- There was a bug which allowed it to be dodged? WTH? And then they fixed the bug and now it can be dodged (again) So ZOS fixed the bug which allowed the skill to be dodged ( but the skill was supposed to be dodged in the 1st place) in order to make the skill dodgeable?
Combined comment 1 & 2- Dodge was always intended but the bug allowing dodge was not intended?
Or is it a bug now, and simply saying it's working as intended is the easy way out, as it has been recently with so many other bugs, where things are always working as intended (as per ZOS).
This is too much for me...
