They got rid of cleavage from free in-game gear. This is a paid for costume, so that's OK.

@Publius_Scipio Not a policy change, that was never a policy. They were changing some armor so that it didn't have cleavage showing, since that's not how armor works, but this is normal people clothing so the sky's the limit for how they want to design it. You might have noticed that they also released a bunch of revealing Argonian-style outfits last month. You can even see people's knees!! It's so scandalous.
