They'd have to revert part of the "Lighting Patch" (1.2) from 3 years ago. It included a botting fix that wrecked Cyrodiil and it has yet to recover.
Only way they can fix the lag is to abandon cp. it's that simple. Go play sotha sil. No lag what's so ever. So the shirt is no. They can't and won't just accept it. Would require a deep level code rewrite. They won't do it.

They are either unwilling or unable to make a major investment in PvP because their target demographics is getting new players to buy stuff from the Crown Store.
With the direction they have gone since Morrowind, it seems that ZoS will try to "fix" the problem by pushing PvP toward no CP.

Looking at Morrowind, they are heavily investing in small scale PVP. The 1x1 duels from One Tamriel were just the start. The 4x4x4 Battlegrounds allows them to tune the game performance to small groups. Ability and skills balancing will be more focused on small scale, once they get a chance to see what players are doing. Once they get the queuing stuff resolved, and I think they will, the Battlegrounds will be the new home of PVP in the game.
Meanwhile, nothing is apparently happening on the Cyrodiil front.
