Probably not. I keep reading ZOS have pointed they're not adding homes in DLC regions, because if someone has a house in one of these regions and unsubs that person won't be able to access the house anymore.

So then maybe have a rent option? Where you pay monthly and all furnishing are stored once you unsub. Seems like a missed opportunity to me. I bet people would buy the dlc for the damn house if they had to

They could simply just let you in the house even if you don't have the DLC, when you exit it can just throw you out into any of the vanilla zones.

I would LOVE a house there, simply because I want some snow!

When Horns of the Reach launches, the base game will also get a major (free!) update. This update will include a new Battlegrounds map (Arcane University) and a new Battlegrounds ruleset (Chaos Ball), in addition to new homes, furnishings, cosmetics, Crown Crates and holiday events. This update will be available to all ESO players (though only Morrowind owners will have access to the Battlegrounds content), even if they don’t pick up Horns of the Reach.

Most likely next DLC. ZOS said that the dungeon DLC will include houses, which I am guessing will be in the DLC zones.

They introduced houses with Morrowind. You can buy these houses without actually owning Morrowind.

From my pov, there shouldn't be a problem in buying a house in a DLC area you don't actually have access to because, after all, even if you don't pay for the DLC, the stuff is downloaded to your machine anyway, so you do have the content. For example, anyone can fully preview the Morrowind houses even though they didn't buy the update, so they could well access the houses without going into the Morrowind field. Yet, as per ZOS definition, Morrowind is not a DLC, but an "expansion" (whatever the difference may actually be--for me, none at all), somaybe that's why there are houses in Vvardenfell and not in Hew's Bane.
