Definitely not. Imagine spending Hours/Days/Weeks/Months Searching for that BiS weapon only to eventually have it permanently break. That would not be fun, nor would it contribute to fun. It sounds like a mobile game cash shop scenario too, "Your weapon is now permanently broken, but if you buy this token, you can repair it!"
Your argument could be "sure, but you could always go buy another!" To that I say, no. BiS gear like that would be sold at a ridiculous price. Sharpened vMA Inferno Staff/Lightning Staff/Bow? would probably easily sell for 1~2m gold. The price would never drop because they would always be in demand, and only a small percentage of the player base can actually finish vMA, and even less will get BiS gear to drop for them.
I'm of the mind that almost everything should be bind on equip, not bind on pickup.
Things that should be bind on pickup are: Monster sets, Trial Sets, vMA Weapons, Master Weapons, and any purple or gold Jewelry.
But not the standard sets that are in the dungeons, for example: ebon, bsw, spc, lich, warlock, netch's touch, ect.
Some things need to be behind a skill-wall.
I would be for experimenting with making 4 man dungeon sets only BoE, but I am not in support of making anything else BoE that is currently BoP.
