This is only true of the "launch" era motifs, (all of them, dropped or crafted,) and a few of the early motifs. The first 16 motifs are all "painted on." (This includes Dwemer and Glass, which were added post launch.) Also some of the launch era motifs that were not available to the player, such as Nedic, Outlaw (yes, it existed at launch, it was just used very rarely), Draugr (I think), and Worm Cult (technically, Necromancer, IIRC), fall under this heading.
Stuff added after Orsinium (and some of the stuff added with it) tend to have their own meshes, and they stick out from your model. Thieves Guild was one of the first to really show this off. Some of the more recent ones, like Dro'M-athra are technically just modified versions of the old motifs, and don't have their own meshes.
After the utter ****storm that was kicked up when the Orc and Redguard motifs were updated, ZOS has said they won't even consider touching old motifs again, even to add unique meshes to them, which would seriously improve their look. But, there we are.0 -
