It depends what for.
Swimming for the sake of swimming doesn't seem worth the development time.
As for content to be added maybe some dungeons or exploration but it has to feel good and be worth it.

More treasures to be found.
Areas maybe harder to reach.
Show wild life swimming by
Argonians can breathe underwater so I like this.
However, I do not quite see this as a priority just yet.
Best to implement the Dive feature, to all zones, with a DLC that relies on that mechanic.
