It usually seems to be a sign of something wrong with the install. Since you've repaired, the next step would be to delete the game and try a full reinstall. It takes forever though. >_< What platform are you on? If PC, you can use the Repair utility in the launcher (some people report it takes multiple repairs to resolve the issue). Not sure if that's utility consoles have. If that doesn't work, a full reinstall may be in order.
Here are a couple threads on this I found by plugging "Infinite Load" into the Search bar. Click on them to give them a browse and see if anyone found another solution:

If all else fails, have him submit a support ticket here. Note that the first response will likely be an auto-response. You'll need to read the email carefully, and if it says to respond if you're still having the issue, make sure you respond to keep the ticket open! Eventually, you'll get an actual person on the tech support team who can help you through it.

I am a customer of this company. I have spent in excess of $700 on content that the supplier indicates is "instantly accessible"; and as such, I am not entitled to a refund. I accepted the 'no refund' part, based on the INSTANT ACCESS part.Like who do you think you are?

If I can post here, it's a reasonable hypothesis that my router; my ISP; and the rest of the internet are working as expected. This also demonstrates the likelihood that the problem is the login server end; and not in between.
In terms of my own 'infrastructure', I actually went offline about 8 hours ago and ran some standard maintenance tasks on my PC, just in an effort to see if there was actually something wrong at my end. Everything is in good order until I try to login.
Did you have any other useful suggestions?

"connection timed out due to inactivity" - it's REALLY difficult to be active if the login process does not complete.
Anyway, why aren't you playing?

Here are some facts:The infinite load screen is different to this problem; this is a player queueing problem. I expect that the underlying problem is the volume of players trying to access Alik'r currently.
- I can get to the character select screen. Proving without doubt that my router IS connected and that my bill IS paid.
- I can start a new character instantly. It then fails to load immediately into the starting location (bleakrock).
- I was subsequently able to run this character; but this isn't the character that I want to play.
- The character that I want to use is currently located in Sentinel.
We are now at 3hours, 30 minutes. I am still expecting ZOS to respond to this.
Anyone who thinks that they don't read these pages are somewhat naive.

When I say 90 minutes, that means 10:00 PM-11:30Pm locally.
I DEMAND an answer from Zenimax Online as to why this company views this situation as acceptable.
