This is the third day in a row I've heard about this guy doing that. He also tried it with me, but I had already heard about him from guild chat, so I stopped him at the first whisper. ZOS doesn't normally get involved in this kind of stuff, maybe if he gets a bad enough rep, they will.
It depends on the context it is used. If used to identify a legitimate mental handicap, it is not an insult but still an outdated word. If used as an insult or in degrading manner it is an offensive word.

In the game, perhaps. But the forum censor can't distinguish between medical and derigatory context, so it blocks all usage of the word. Nothing to be upset about. I was using it in the proper context, I was legitimately wondering if he had mental disability. It is a certain type of disability, yet disabled is not a curse word.
