Morrowind and Orsinium - Experience/Level Gain

How many levels a character can gain (without any xp boosts) if the character starts questing in Morrowind and Orsinium alone ?
I am still new to ESO and not played in these zones.
So I am just curious to know whether it is possible to level a toon from level 15 all the way to 50 only with these two zones (Morrowind and Orsinium) ?

Nope, Morrowind gets your new character only to L17.0 -
