Morrowind and Orsinium - Experience/Level Gain

How many levels a character can gain (without any xp boosts) if the character starts questing in Morrowind and Orsinium alone ?

I am still new to ESO and not played in these zones.

So I am just curious to know whether it is possible to level a toon from level 15 all the way to 50 only with these two zones (Morrowind and Orsinium) ?

    I believe the dev's said MW would be 1-30 if you do all the content not sure about the other

    Well, Morrowind can apparently get your character from 1 to 30 I think

    Nope, Morrowind gets your new character only to L17.

    The Devs said that all the quests in Morrowind can get you up to 30
