I know what Zos said about finding Atheric Cipher, so I don't need a link to that page. (Drops from Monsters in non dlc zones, blah blah blah....)
My personal observation after playing this game more than any human should play a game (284.54 days and over 1000 cp.), is Atheric Cipher must have the lowest drop rate of anything in this game.
Perhaps Zos should offer it for sale?

I believe you can obtain one with crafting vouchers though. That is probably a much easier way to acquire it.I am currently worried for the future of ESO. Population seems like it is in free fall and the cancellation of the North America in-person gathering feels very much like pulling the plug. Kudos on fixing the in-game economy though. Clearly whatever gold shenanigans were happening the last couple years are fixed.3 -

The voucher version is... diminished? Or reduced, or something. I forget the exact term. It's for a 100% XP boost scroll, instead of a %150.6 -

Since then I think I've seen three for sale in zone chat and about a dozen total in guild stores (usually priced 5+ million). It remains an extremely rare drop, but you can find it if you are willing to pay serious in-game money for it.0 -

Crown crates?
Yes the original version is the 150% XP scroll that drops from crown crates. It's a legendary item supposed to be rare.
People complained and then ZOS made the crafted version via this ultra rare drop (aetheric cipher)PC/DC/NAserver

One observation is they are both new players so I say the RNG god favors newbies more. The more you play and struggle to get it, the less chance you will find it - better just to spend efforts getting more golds and buy it from the market.2 -

And that's the real problem. The Cipher is so rare and the dust is so rare that, to make it profitable for you, you have to charge much that most anyone who would actually need it can't affford it. staracino_ESO✭✭✭✭If you are farming for it, try killing mobs with higher health. In my experience, mobs with lower health (wovles, jackals, wasps, scamps, etc.) have lower drop rates for most everything; while bigger creatures like bears, ogres, and humanoids drop rare stuff more often. Perhaps it is just superstition, but it may be worth investigating.1 -

✭✭I've given up on getting the cipher - 40+ hours a week every week and never seem it. Mind you, as a crafter who does a lot of harvesting, I have also only found 4 dusts as well.
I don't even want it to make profit, I want it so I can learn it and will probably never use it.Australian on PS4 NA server.

They are 100% different.

You can't farm it. Just play the game as you normally would. You'll either get one or you won't.2
