Any way to get on the S/W island from Morrowind?

In the south-west (north-west of Vivec) there is an island shaped like a viking helmet. If you swim behind the partially sunken ship, there's a small island directly S/E of the one I'm referring to, that has a water-logged crypt and a fishing spot. Anyhow, I noticed there were structures, a dock, and lighting (lamps/fire) on the viking helmet shaped island, suggesting it might be something that can be visited? Can't swim there as far as I can tell. Is there a quest that takes you there? Or maybe this will be part of a holiday event?

Still waiting for June 5th to come around but I've already heard complaints that a LOT of Vvardenfell is actually barred and sealed off from being explored. For some reason ZOS I guess wasn't very thorough when building the map, or maybe they had to stay within a certain file size limit? I read somewhere that the download size is like 10GB's, which I think is the absolute limit a DLC can be on Console. I've seen other games get away with releasing DLC that are 9.9GB's in size.

You're not completely wrong though. Red Mountain and Sheogorad are not accessible, and there are a number of houses in towns and ruins in the countryside that you can see but don't have interiors.
