It's actually really not, it's bigger than a DLC, but smaller than a "traditional" MMO expansion. Orsinium was labeled a DLC because it is not big enough to be an expansion and they had not conceptualized a "Chapter" yet. If Orsinium came out this year, it would probably be a Chapter. Because the word "expansion" comes with a certain expectation of content that Morrowind does not provide. Zenimax did everything in their power to make that clear, yet still we have people complaining that it does not have as much content as a WoW or Final Fantasy expansion. Which is exactly what Zenimax told them before they pre-ordered Morrowind.
