Why are the NPCs so much more difficult to kill in Cyrodil with Morrowind update?

I logged on this morning and was going to take out a few guards and they suddenly had a buff and health regen that is insane.

Is this by design?

Are you on a no CP campaign? Were you previously on a CP campaign? Guards on a no CP campaign are far more difficult to kill than those on a CP campaign. Or, rather, your character is typically far weaker against guards on a no-CP campaign.

If you are on a CP campaign, have you reallocated your CP yet? Those were reset with the new update.

If none of the above are true, I don't know. I haven't had the chance to log in yet.

Apparently all npcs in cyrodiil have the honor guard skill set and are casting negates and eclipses. Good luck soloing a resource as a magic user while the farmers are dropping negates.

How does that even happen?

I always run in the tower first and kill the mage on the second floor. That helps with the negates and eclipses will I deal with the flag guards.

Funny that you asked op, i was headed for BRK farm and when i got there the npcs placed FOUR NEGATES on me, i just had no chance lol
It was like
"Hai guys

"
*negate* + 4 instant hits
"oooops, better roll and get out of this negate"
*negate* + 6 hits
"Oh well, cant roll again or cast shields, better run and get out of this negate"
*negate*+ 7 hits + frags
"damn, let me at least break free"
*negate* + 3 hits + dead

hmmm.....better change to stam and come back then lol

pretty easy as a magblade tho - cloak into the tower, kill the mage, poke the mender and the guard at the door of the tower. Kill them inside - kill order on flag from tower, mender, mender, guard, guard. Boom.
When u get eclipsed, u cloak til it wears off.

Something was changed with the guards though. The rate of negates and eclipses is hilarious. If I purge or move out, they immediately reapply.

This all sounds so amazing...really...it does. I just watched a video of someone getting repeatedly eclipsed by resource guards with no CC immunity provided afterwards. Just awesome, I tell ya.

lol this. Went to solo a resource and spent 12 minutes kiting negates before I could finally take it xD
Really though, it's ridiculous

@ZOS_BrianWheeler is this intended? Me and two buddies just got run through the ringer over at ash lumber mill with infinite negates, eclipses, and instant heals. Quite annoying. Is ZOS trolling us?!

lvl 1: Normal NPCs

lvl 2: Normal, but flag guards are bugged and do not attack

lvl 3: All NPCs use Tower Mage skillset

lvl 4: All NPCs use Mender skillset

lvl 5: All NPCs use Honor Guard skillset

When qam rages in ts because 7 negates get dropped on him. Or guards play yo yo with chains while permanently eclipsed.

The guards in Kyne are tearing me a part. Last night I tried taking a farm alone and then just gave up.

The worst thing happened to me the first day of the update. I went around IC and took all the flags except for the last one. I figured I would stop by the bank and get 10k stones for the 4x multiplier, then go up and take the final flag.

Why.. why.. why did I do that

one of the flag guards killed me and got 5k stones.

PS. All lvl 4 resource guards appear to have buggy abilities. Vamps bane is rapid fire, all guards have healing beams with multiple targeting and negates/eclipse are ever flowing.
@ZOS_GinaBruno is this a bug or intended?

The guards are a kind of big deal now. If you donc kill the npc and you have to deal with them + opponents it is quite hard. They do negate, grab, strong self heals, strong heals

Soloing or small group resource/castle taking is not easy, much more difficult than before. Especially on non CP.

I think I preferred when small group had better impact on the map, which made it more dynamic.

They needed to NERF the NPCs after the previous patch... NOT buff them even more.

When you broke through the FD of a keep and ran straight to the inner FD, mindful not to agro the side guards/mages, it was like every NPC on the property came running, bringing relentless eclipses and negates. And the DKs, and their health stats...? It was ALREADY crazy.

Now, it's simply ridiculous.

Except lvl 4 guards now have a wider detect range. This means everyone except the 4 flag guards will follow you up the stairs.

NPCs shouldnt use negate or this Templarskill, where you eat your own Spelldamage nearly every second.. its really frustrating as magicka player.. why is the npc templar skill so much better, then every Templar have? I skilled it today and thought nice skill to have in duells against sorc.. my opponent sorc breaked free and i couldnt use that skill successful again on him. The skill was on him but the effect wasnt there.. BUT why?????
