Looks like the Templar tears were, once again, unnecessary.
The tears caused changes which is why Templars aren't dead. It's so easy to say that it wasn't necessary when you overlook the changes they caused. Ignorance at its best.

I have a friend that plays a Magicka Templar, and he's telling me that as long as you get in the habit of weaving in Heavy Attacks with a Resto Staff, your resources will be fine while wearing 5 Light...
Which magplars are using resto's? DD's aint.
Honestly, templars have magicka steal, and focus, thats 800 regen right there. Thats pretty dang strong! if you oom on a templar, you need to re-build.
You obviously have not played magplar long enough. Templars ever since have resource management issues. and 12k BoL heal? Hehehe.
I've been Templar since early access, 2014. I have never had any sustain issues, I could live off of 800 regen with channeling and heavy resto w/ a pot. I have 1.8k regen with no CP, without buffs, I use steal magicka + chanelling I nearly never run out, and BOL heals 1/2 to full health pretty easily. BOL Was making the game easy mode, cost nothing and healed 18-20k last patch w/ CP, no LOS or anything, just did it.

The tears didn't do jack. If that was the case, night blades would have been super buffed long ago.
What got Templars to where they are was constructive criticism and intelligent feedback from PTS players. Not whine threads.

lol 25-30k heal with cp. haha. You should change your build this patch. that regen is worthless this patch to a healer. Even when I DPS on my magplar DPS has more regen than that, with pots and all, and I still have sustain issues. No sustain, you must have your teammates dying left and right. templar since 2014. lol.
Templar for casual play is alright, you'll barely notice any difference.
Templar in pvp has been affected greatly this patch. They've made big changes but the biggest change I've noticed for me is the fact that they nerfed templars healing to the ground, whilst keeping defile etc the same. You can't even save yourself in this state.
They NEED to balance defile in order to adjust in recent healing changes for all classes
Templar in group content (pve mainly) can survive and sustain quite alright given the fact that u can get away with resto autos and passives for major mending etc, but in pvp enviroment, they've completely ruined the class.
Yes, they can cleanse the dots and negative effects still, but they can't outheal any decent dmg (not even with bol, let alone sweeps), can't escape cus they're fat and slow and ofc they can't go on the offensive cus of purely defensive kit.
RIP.

Oh sorry. I PVP, I don't PVE. I PVE on WOW which is 10000% more intense.PVP has taught me how to sustain well, and I play perfectly fine with these stats, I don't oom, I keep a team up when needed in pvp, and I deal massive amonts of damage.

Before Morrowind I at least could do 2-3 puncturing sweeps before I had to go defensive again. Now I can't even finish the skill before I'm forced to go defensive, because my main spammable skill is completely useless. Might as well equip a destro-staff and go with wall of elements or something.

Where do you get that ? No informations on that on the patchnotes. I'm going to test it right away.
Before the patch, I could survive just spamming sweeps against quite anything, really. (Even non-DLC vet bosses ; and I were DD-focused). In theory, just getting 17% less healing (25 for major - 8 for minor we've got) isn't groundbreaking... I'll just need to use Punishing Ritual or Punishing Light on tougher fight.
But if we indeed (and I'm really suspicious on that) lost 38% of our healing return (= 3 sweeps instead of 4, and major becoming minor manding), it will be indeed a bit troubling.
We can still compensate with damage mitigation that are going to be higher this patch (a little bit, thanks to CP rework) (I expect something like 5-6% more mitigation). If I'm correct (I'm testing), this would mean our overall survivability with sweeps alone is going down by 11% or 1/3 (if only 3 sweeps heal).
In the 1st case, it's not that noticeable, common... On the 2nd, well... different story.
