It's fun to be optimistic. However, I believe this situation calls for some honestly.
Cyrodiil will never be fixed. This isn't me being a downer either. I'm just being totally realistic. Even 12-man PvE struggles with lag. Large battles have no chance.
You can thank the bad game performance on a patch that implemented improved lighting which also simultaneously enacted anti-botting measures.

Exactly, those anti-bot measures need to be removed so performance can be restored
