Issue is, the PvP population represents a miniscule sliver of the ESO customer base.
Ask yourself this, if ZOS still can't be bothered to fix the only PvE grouping tool in a group focused, primarily PvE game, when that tool has been broken since release, what likelihood is there that they'll expend any resource on fixing PvP performance?
Now, PvP performance may be improved as a by product of moving to DirectX12, which at some point they'll be forced to do due to vendor support, but they will not go out of their way to fix such a small part of the game. We can all tell by now it's all about the money honey with ZOS, and PvP players simply do not represent a meaningful amount of revenue.
