I use to go to ZOS account page but that is why I had so many problems.
Everything is done thru the Steam ESO game page.

I have a ticket in with Steam. They've also already replied telling me to talk to y'all.
I bought Morrowind Collectors Edition when it first went up for sale. The date is the date purchased.
Trying something that might fix.
When I patched, the patcher kept running into a problem accessing the patch and dropping connect. So I'd refresh by hitting pause then proceed to refresh the connect. Had to do that several times.
So, I went to my steam page for TESO and unchecked all the DLC and then relaunched steam and checked marked the DLC again. Then hit the verify data option.
400 and some odd files failed muster. So, redownloading 59 gigs of stuff I already downloaded to see if that fixes the issues.

I had the same problem
I had to repair and then download patch and upgrade patch
I am now in the game and have talked to a number of Steam users.
They have Morrowind working for them.
I think what you are currently doing should fix your problem.
