This is why I was saying that it was something they could ADD to the game, not that someone has made an add-on, or something that only handles gear, etc. Would it be something people would want ZOS to actually program into the game? I could see them adding tabs, and only the first is unlocked, 2nd-X tabs cost something. Maybe the 2nd one is a quest to unlock, 3rd costs some insane amount of gold, 3rd+ cost crowns? But, they would allow all things to be set differently, including skills and morphs.
I don't think Dressing Room will allow you to unlearn and learn different skills... not just talking changing your hotbar slotted skills, but actually unlearning them, and learning completely different skills.

Anytime you weren't in combat, you could activate an armory.
I'd love this in ESO...then I could run an optimized DPS build for soloing and switch to a dedicated healer build when grouped.

You are forgetting one major thing that I had previously noted... in regards to DCUO, they never charged real money for skill respecs, you paid in-game gold for it, so implementing armories didn't take any money away from their marketplace. However, with ESO, they DO offer both attribute and skill respecs for real money, so offering something like an armory would take money away from them over time.

The question is, though, how many people currently actually purchase the respec scrolls on the store vs how many they think they could get to purchase the Build-Save Tabs. Currently, players CAN ignore the store and just go pay gold to respec. This has to be done, over and over and over, if someone wants to do different builds, and as such, more people would use the in-game currency rather than spend real money, right?
However, with this, if they charged crowns for the tabs, and the tabs allow for complete save of builds including skills/morphs/CPs along with the simplicity of not having to make sure to buy every single ability and, oops, forgot something, now I have to redo it all... I'm pretty sure they would have guaranteed crown purchases that total more than what they are currently getting, because, despite being only available through crown purchases, it is a better way than constantly spending in-game currency (rather than purchasing the respec scrolls)

Further, ZOS will not implement a feature which takes money away from items already in the Crown Store. Since 'Attribute' and 'Skill' tokens are sold, they will not create anything to offer those for free. They can make a lot more money from keeping the status quo than offering a 'build saver' that would be a one-time cost and cause them to lose money over time. Also, they will not offer anything that gives free CP reset either, just look at how they're handling Morrowind CP changes... they are giving people a ONE-TIME free reset, not a 'cost reduction' like they are with Skill Point resets.
Now consider that it's a very small group of people that want to hop between builds, and as others have said, once you gain enough SPs you can still have multiple build options.
So in short, ZOS isn't going to devote resources to creating something that really only appeals to a small minority while also costing them money in the long-term by negating items sold in the Crown Store.

For DCUO, I'd say armouries were (possibly still are) a bit of a money spinner. I have four on two characters, and at two on most others. I've heard of others who had more than that.
