EDIT: Comment #51 in that linked thread links to an addon that fixes the issue until whenever ZOS officially fixes it. I've tried the addon and it does appear to work.

Be glad nothing more important than lower case got broken as with every new patch released.
Not only do I have this issue but all my video settings now have warning symbols next to them that says "this setting must be applied and may result in a load screen." Anyone else having this?
