No thanks.
Im assuming we wont see you cheesing around in IC as usual then, shielding up and streaking away when youre outmatched? Good riddance.

Is this a memento that can be reused multiple times like the cake and witches' brew, or a consumable scroll that can only be used once?

@Ilsabet , I can answer this one. It's an item in your inventory, but it can be used multiple times. I was concerned about this, too, and it was one of the first things I tested.
Well, they do not celebrate it. Also "Mer" does not mean "Elf" so that's not even a thing. Mer simply means "people"
This festival celebrates the slaughter of Ayleids, elves (not mer) and in my opinion. Orsimer are not elves at all and Dunmer are just impure look alikes. I personally like Orsimer, I pity them somehowTrinimac was such an incredibly big one, one of the biggest gods of all time and I still refuse to believe the Trinimac-Malacath thing. Trinimac stille exists for me and many other Altmer as well.

Adhazabi’s schedule is not changing for the event; only her wares are. She’ll show up at her usual time Friday evening, both on PTS and when the event goes live.

On top of that all players get pretty much the same pvp buff no matter what items they wear, which is not how balanced boolstering should work.
Either disable any gear which requires CP or give players additional dmg reduction when they're wearing worse items. This wont solve everything, because dmg gives more options than dmg reduction, but it will make pvp less annoying for new players who are just 1-2 shot material.
Adjust the HP value of destroyable castle parts to be equal to 2x of the difference between number of players in 2 most populated allies and the lowest populated ally. This means that when let say in DC there's 100 players, in EP 80 but in AD only 20 players, HP of AD buildings will increase by 280% (since difference between DC and AD is 80 and between EP and AD 60 which gives together 140 and then x2 = +280% HP).
In this example AD will still lose, because with such a big difference of players you can take objectives very fast anyway, but it will make pvp feel less facerolling. On top of that, it will discourage players from ally hopping so often, which means loging on character that has the strongest force on the map. Players will give up less, knowing that despite being heavily outnumbered they can still last some time behind the walls that have higher HP value.
If castles are falling down in seconds to enemy zerg, there's 0 reason to even try defending, because your walls/gates will fall before you get on the walls to place your balista.

That's whyI added second part where alchemy materials are replaced by assortment of pre-made potions, for example "alliance battle draught", "alliance spell draught" and other potions specifically made for this occasion.
Honestly in my opinion people miss the whole purpose of these events.
They try to cash in as much as possible on them and will always ask for most expensive stuff to be given as rewards from event boxes just to make as much gold as possible basically turning that even into a chore because if you do no participate in this event you are losing out big time on gold.
In my opinion these events should be something fun, something players dont feel forced to participate in and they will genuinely enjoy in seamless way. The rewards from event should be nice and useful but they shouldn't have large impact on game economy - and injecting full akaviri books and most expensive runestones sure does that.
That's why, as much as it is possible, raw materials should be replaced with ready products (alchemy reagents -> pre-made alliance potions) and possibly rewards should be BOP with exception of collectible stuff like hats/costiumes in form of runeboxes.
Also, about Tel Var stones being added as part of reward - i believe its against the whole spirit of Imperial city and Tel Var stones should be removed from this event. Here is why:
Back when Imperial City was released PVP players glorified it as "PvPvE" experience with strong emphasis on "Risk VS Reward" when it comes to earning Tel Vars - handing them out just like that, in overworld cyrodiil for possibly zerging keeps is against the spirit of Imperial City and so much appreciated by PVP players "Risk VS Reward" system associated with TV stones.

You are right that "Mer" means "The People", but, sorry to tell you that ALL "Mer" are Elf in lineage as all of the 11 off shoot races of "Mer" started as "Aldmer". Even Bretons are refered to as "Man-Mer" as they are half Alyeid.
Am not familiar with this "Massacre" and the holiday conected to it. Will research it. Hope it is a actual lore event.
Huzzah!
really appreciate the potion/poison discussion...just finally leveled alchemy...still need to work up the medicinal use passive on all my characters...man, just leveling and making an initial batch of pots and poisons burned a bunch of my inventory...
whomever mentioned it earlier had the truth of it - the disparity between what some players have access to: crafting, and, what other other players have access to: siege merchant swill is way too dang much...
to me, stuff like that should be more leveled out...
to be fair, you can also shop at guild stores for some of the better pots and poisons...
I don't really think coin access should be relevant to competition in pvp (so sez the guy who spends 200k plus a month on gear for pvping)...
pvp is real dependant on new players...you really do need to do all you can to try to keep it a pretty level playing field...they do that with gear - put enough time in - you can reasonably expect your gear to be competitive...
the discrepancy between what you can purchase from the siege merchant, and what you can craft is way too large...
the siege merchants really should sell resource poisons (1 resource), and immovable pots...
gotta keep it fair...
you can go out adventuring on your own all over tamriel...personally, eso wise - nothing worse than a dead map...

FINALLY a change to rewards for the worthy.
REWARDS FOR THE WORTHY should be changed for when this event ends. As it stands, almost everything that comes in these mails is redundant, and the market is so over saturated that almost all of these pieces sell for 1000-2000g in traders, in the BEST traits. Have it provide alchemy reagents, coldfire siege, motifs, forward camps, or anything that isn't the useless sets that come from it currently. The only items from RFTW that are worth something are sharp willpower swords, sharp VD staffs/swords, and purple robust agility or willpower rings (all of which are more readily available from keyfrag vaults in IC).
As for the event, it looks great and I'm excited to see PvP get spiced up a bit with another event. The double AP factor will certainly draw people to cyrodill for both the ranks and the AP itself. The golden change will be VERY refreshing and will give people a good chance to purchase sets they've been wanting for a while. Just make sure they cost the equivalent of what gold jewelry costs currently from the golden, OR MORE.
And why would I want to anticipate ? The reason behind it is so outrageous and so Anti-Dominion. I will definately not anticipate. Why would I CELEBRATE the slaughter of my own kind and the anniversary of a wretched priestess who founded an empire that would allow 2 daedric princes to cause havoc in Tamriel.
No thanks.
