Homestead was open beta, Morrowind is closed beta. What you are seeing could be due simply to fewer people flooding the server.
Hmm...the only real performance drops I experience on live are in areas with high concentrations of other players (I get like 12 FPS by the Mournhold wayshrine). These issues are, as far as I can tell, present even for those with significantly better setups than mine. Since presumably the PTS doesn't have concentrations of players comparable to major cities on live (let alone major keep fights), I'm skeptical that the reason performance seems better on the PTS is due to actual improvements instead of fewer people.Homestead was open beta, Morrowind is closed beta. OP isn't talking about the Morrowind beta, they're talking about the PTS, which is open to any PC player just like it was with Homestead.
I have acces only to non morrowind content .
Server resources has nothing to do with fps .

Did that fix it? I think I changed to fullscreen because I read somewhere online that it might improve performance but I guess I'll have to look into all that again.

I had been using fullscreen mode because I used to play on a laptop with low specs and I had to run very low resolution. Now I am on a decent PC and only tried Windowed for the first time a couple days ago by accident.

But what I mean, when you alt-f4 like that, the double (or left-over) process doesn't stay?

Before in Fullscreen mode frequently after playing a long time when I would quit the game (even by selecting quit from the menu and waiting) or by alt-F4, the game would hang for a long time and I would have to quit the process in task manager.
Now that no longer occurs, and also I can instantly alt-tab back and forth between different windows while the game is running.
