Confused about resource management changes...

So cost reduction has been severely nerfed, but the changes to resource regen have me confused. Is it now harder to get back magicka/stamina than it was before, or easier or what?

It seems as if they wanted to get rid of power (active skill) spamming and force players to rely a lot more on basic attacks. Doesn't this make end-of-game content like trials, arenas and vet dungeon bosses even harder to kill? It seems to me as the loss in being able to use powers as much as before has made for a major increase in the difficulty for such content for players.

How, exactly, does the new resource management system work?

As far as I know, content will not be adjusted for the nerfs, so yeah stuff will be harder. We will find new ways to adjust as always but overall yes it will be harder.

I'll try to iterate a bit.

Currently - due to the near infinite sustain - builds are very static:
Most builds are constantly pushing skills, applying as many dot/aoe-effects as possible and filling the gaps with a single spam ability like force pulse. Some builds even end up having such a fixed rotation, you can essentially write a macro or bot.

The intent of the nerfs to sustain is to break up these static rotations because you'll end up with no ressources after a minute or so.
Instead players will want to change their rotations based on the circumstances.
Maybe a boss has a phase where it is especially vulnerable for a limited amount of time or a spawning add has to be burned down quickly - you'll want to switch between an all out burst rotation an a regeneration one.
Or a bossfight includes the spawn of a horde of small mobs that need to be burned down - you'll switch between a resource-intensive aoe rotation and a more conservative single-target priority.

Even if you manage to get somewhat of a rotation by switching spam-ability for heavy-attacks and gear towards sustain, things like dodge-roll, synergies or movement will give you more or less resources to play with and a good player will have to adapt on the fly.

Overall, yes, content will be harder and take longer to complete.
Groups will probably not be able to deal so much damage, they can skip boss phases/mechanics, that were never intented to be skipped.

PvP will be in proved with the elimination of infinite resource builds, everything else in the game will be massively nerfed.

We are also confused on the changes. I am doubly confused that they did not test this stuff with VMA and ICP, ROM, COS, and the vet trials before putting this out.
Sorcerna, proud beta sorc. RIP April 2014 to May 31 2016 DArk Brotherhood. Out of retirement for negates and encases. Sorcerna will be going back into retirement to be my main crafter Fall 2018. Yeah, I'm not a pvp player, strictly pve, so these changes will make the game much harder for me to play. :(

Looks like I'll be spending the next few weekends beating the rest of the vet dungeons before Morrowind hits while I still stand a chance of completing them, especially with my stamblade. :(

with the new changes you will basically take 5% more dmg, and do 5% less dmg, and have 20% less resources to go with that.

so your playstyle in a nutshell will have to be more efficient i.e not button spamming.

For once you may actually see someone run out of stamina and be unable to break free in pvp xD
